Office of Congressional Workplace Rights (OCWR)

The mission of the Office of Congressional Workplace Rights (OCWR) is to advance workplace rights, safety and health, and accessibility in the legislative branch of the federal government. The OCWR, formerly known as the Office of Compliance, was established to ensure the integrity of the Congressional Accountability Act of 1995 (CAA) through programs of dispute resolution, education, and enforcement.

House Committee on Ethics

The Ethics Committee has three main functions.  First, the office of Advice and Education is designated to answer questions and provide ethics training to House Members, officers, and employees.  The Committee rules prevent an Advice and Education inquiry from being transformed into an investigation.

The second function of the Committee is investigations and adjudicating any alleged violations of the House rules or any related statutes by House Members, officers, or employees.

The Committee’s third function is reviewing financial disclosure statements filed by Members, candidates, senior staff, and shared staff.

Office of the Whistleblower Ombuds

The Office of the Whistleblower Ombuds assists the House in protecting its sources and constituents while conducting its oversight function by providing nonpartisan education and confidential coaching for effectively working with whistleblowers from the public and private sectors. 

The Whistleblower Ombuds has two main responsibilities:

  1. Promulgate best practices for whistleblower intake for offices of the House.
  2. Provide training for offices of the House on whistleblower intake, including establishing an effective reporting system for whistleblowers, maintaining whistleblower confidentiality, advising staff of relevant laws and policies, and protecting information provided by whistleblowers.

CAO - Coach

The CAO Coach program and materials cover everything from basic “101” tutorials and advanced tips for each House staff position, to talk show-style programs and panel discussions with colleagues and campus leaders on hot topics on the Hill. 

CAO Coaches work with staff one-on-one and through classes and other programs to help them do their best work. The CAO Coaches are here to support all Member, Committee, and Leadership staff through live sessions, videos, podcasts, best practice sample documents, and one-on-one meetings.

CAO - Payroll & Benefits

The CAO Office of Payroll and Benefits administers the pay and requisite benefits for Congressional staff, is responsible for and has access to, all the Member’s staff hiring documents, payroll transactions and other administrative information related to staff. Payroll & Benefits administers payroll and benefits for the House community including in accordance with applicable laws, rules, and regulations. Payroll and Benefits also offers guidance and support for navigating your payroll, finances, and benefits, including but not limited to, health insurance, flexible spending accounts, retirement, student loan repayment and thrift savings plans.
